Construction of the Willow Creek Elementary School located in Fleetwood, Pennsylvania was completed in August 2009. Willow Creek Elementary includes two multi-story classroom wings, library, gymnasium, auditorium, kitchen / cafeteria, administration offices and educational support areas. The mechanical systems designed for this facility include indoor air handling units provided with energy recovery wheels and a combination of series fan powered and shut off Variable Air Volume (VAV) systems for the classrooms, library, administration offices and educational support areas. The kitchen /cafeteria, auditorium and gymnasium are served by constant temperature variable volume air handling units. Heating of the facility is provided by a central plant hot water heating system with a primary secondary pumping system. Cooling of the building is provided by an air cooled chiller and a primary secondary chilled water pumping system.

Eastern Air Balance Corporation was hired under a professional services agreement with the Fleetwood Area School District to perform testing, adjusting and balancing of all air and hydronic systems, conduct all duct leak testing of the medium pressure duct associated with the VAV Systems and act as the commissioning authority for the school district.

In our role as the commissioning authority, Eastern Air Balance Corporation was involved with the school district and their design team from the start of the design process. Our scope of services included providing review and comment on all design development and construction documents related to the mechanical systems including drawings and specifications. Eastern Air Balance Corporation also coordinated with the mechanical engineer to develop the sequence of operations for the HVAC systems. After the award of contracts and the start of the construction phase of the project Eastern Air Balance Corporation performed and review and provided comments on all mechanical equipment and systems submittals and provided a detailed review of all sheet metal shop drawings and reviewed all Automatic Temperature Controls (ATC) submittals and sequences of operation.

Eastern Air Balance Corporation developed and implemented the commissioning plan for the project including pre-functional checklists for all mechanical systems equipment which were utilized by the installing prime contractors to document actual systems installation and start-up. Our technicians also conducted testing and certification of the installation and operation of all fire dampers. Our technicians were also responsible for the implementation of the functional performance tests which were conducted to validate the operation of all HVAC equipment and calibration and operation of all Automatic Temperature Control components and sequence of operation.
