The Penn Bernville Elementary School located in the Tulpehocken Area School District consisted of the renovation of approximately 82,000 square feet and the addition of 29,200 square feet.

The mechanical systems designed and installed for this facility include Variable Air Volume (VAV) Systems for the administrative offices, media center and classroom and instructional spaces. The multi-purpose room utilizes a Constant Temperature Variable Air Volume type system. The heating and cooling of the facility is provided by a central hot water and chilled water system.

Eastern Air Balance Corporation, hired as part of a professional services contract with the school district was contracted to perform the testing, adjusting and balancing of all air and hydronic systems and also acted as the commissioning authority for the school district on this project.
In our role as the commissioning authority, or responsibilities included detailed reviews of the mechanical systems design including all mechanical systems drawings. During the construction phase of the project Eastern Air Balance Corporation was responsible for review and comment on all HVAC systems equipment submittals and Automatic Temperature Controls (ATC) submittals and proposed sequence of operations.

Eastern Air Balance Corporation successfully developed the commissioning plan for the project including pre-functional checklists which were utilized by the installing prime contractors to document actual systems installation and start-up. Our firm was also responsible for the development and implementation of the functional performance tests. Our technicians conducted all of the functional performance tests which validated the operation of all HVAC equipment and calibration and operation of all Automatic Temperature Control components and sequence of operation.
